Rent Allowance Program Landlord Agreement

Program Rules

  1. Normal Landlord / Tenant rules apply.
  2. The maximum term for payment assistance from the County of Renfrew HPP Rental Allowance Program is dependent on program funding. Payment is offered for the current tenant only. This agreement ends when the tenancy ends or the tenant becomes ineligible for the program. The tenant is not allowed to sublet or assign his lease or add persons to the lease without the prior written approval of the HPP Rental Allowance Program.
  3. The maximum monthly payment from the County of Renfrew HPP Rental Allowance Program is $300.00 for adult household and $400.00 for family household. The tenant is responsible to ensure the full rent is paid, including any rent increases allowed under the Residential Tenancies Act, 2006.
  4. If the tenant no longer qualifies for the HPP Rental Allowance Program, the landlord shall be allowed to charge the tenant the full market rent.
  5. The landlord shall notify Renfrew County Housing Corporation within 5 days of knowledge of:
    • an application affecting the unit is filed under the Residential Tenancies Act, 2006;
    • notice to terminate the tenancy is given by either the landlord or the tenant;
    • the tenant abandons the unit.
  6. The landlord acknowledges that the Renfrew County Housing Corporation is not a tenant and the only obligation owing by Renfrew County Housing Corporation shall be to make the monthly payment specified. Renfrew County Housing Corporation shall not be responsible to the landlord for any breach of or failure by the tenant to observe any of the terms of a lease with the landlord, including the covenant to pay rent.
  7. The Landlord shall keep the units in a satisfactory state of repair, fit for habitation and in compliance with the applicable Building Code and Fire Code requirements.
  8. Renfrew County Housing Corporation shall be responsible for determining whether a tenant is entitled to participate in the program and for monitoring continuing eligibility for the program.
  9. If a tenant becomes disqualified to participate in the program, Renfrew County Housing Corporation shall promptly give written notice of such fact to the landlord. Renfrew County Housing Corporation shall no longer be required to pay the amount of monthly subsidy discount as set out herein. The landlord will be entitled to charge the tenant the rent payable by the tenant without regard to any agreement between the landlord and the tenant or Renfrew County Housing Corporation respecting the tenant’s participation in the program. The landlord agrees that the termination of participation in the program shall not result in the termination of the tenancy of a unit.
  10. Any notice required or permitted to be given under this agreement to either party shall be sufficiently given if it is in writing and delivered by hand, fax, or mailed to all parties involved.

Privacy Statement: Personal information collected in this section is requested to confirm the tenant’s rent payment status and to administer the County of Renfrew Homelessness Prevention Program Rental Allowance Program. This information will be used only for program administration, payment verification, and related follow-up as required.
