Rent Allowance Program Application 

 

Before you apply

The Rent Allowance Program provides a fixed monthly benefit paid directly to a landlord or property owner for eligible households in Renfrew County. Funding is limited. Eligibility, waitlist placement, and benefit issuance are not guaranteed.

1. Program Eligibility Summary

Residency - The household must live in Renfrew County and occupy an eligible rental unit in Renfrew County.

Income - Annual after-tax household income must fall within the County of Renfrew HPP Income Cut-Offs.

Assets - Total household assets must not exceed $50,000, subject to applicable exemptions.

Rent depth of need - OW/ODSP households: monthly rent and utility costs must exceed the applicable shelter allowance. Other households: monthly shelter costs must exceed 70% of gross household income.

Payment - If approved and funding is available, the monthly allowance is paid directly to the landlord/property owner by direct deposit.

Monthly amount - $300 for households without dependent children. $400 for households with dependent children.

Waitlist - Eligible applicants may be placed on the SPP, Mesa Community Housing Prioritization, or General waitlist, depending on eligibility and priority status.

Rent Allowance Program Agreement

Program Rules

  1. Normal landlord and tenant rules apply.
  2. Payment assistance from the County of Renfrew HPP Rental Allowance Program is contingent upon the continuation of funding and is exclusive to the current tenant only. This agreement will terminate should the tenancy terminate or should the tenant become ineligible for participation in the program. Tenant shall not sublet, assign the lease or add persons to the lease without the prior written approval of the HPP Rental Allowance Program.
  3. The maximum monthly payment from the County of Renfrew HPP Rental Allowance Program is $300.00 for an adult household and $400.00 for a family household. The tenant shall be responsible for the payment of the full rent, including increases under the Residential Tenancies Act, 2006.
  4. Should the tenant no longer qualify for the HPP Rental Allowance Program, the landlord may charge the tenant the full market rent.
  5. Landlord agrees to notify Renfrew County Housing Corporation within 5 days of becoming aware that:
  6. An application has been filed under the Residential Tenancies Act, 2006, affecting the unit;
  7. Notice has been given by either the landlord or the tenant to terminate the tenancy;
  8. The tenant has abandoned the unit.
  9. The landlord acknowledges that Renfrew County Housing Corporation is not a tenant and that Renfrew County Housing Corporation’s obligation is solely limited to making the monthly payment specified. Renfrew County Housing Corporation is not liable to the landlord for any breach of the lease by the tenant, including the failure of the tenant to pay rent.
  10. The landlord will keep the unit in a satisfactory state of repair, fit for habitation, and in compliance with Building and Fire Code requirements.
  11. Renfrew County Housing Corporation shall have the responsibility to determine whether a tenant is entitled to participate in the program and monitor the tenant’s ongoing eligibility.
  12. Where a tenant becomes ineligible to participate in the program, Renfrew County Housing Corporation will promptly notify the landlord in writing and will no longer be required to pay the monthly allowance. The landlord may charge the tenant the rent payable by the tenant without regard to any agreement relating to the tenant’s participation in the program. The landlord agrees that the termination of participation in the program does not terminate the tenancy.
  13. Any notice required or permitted to be given pursuant to this agreement shall be in writing and may be delivered by hand, fax, or mail to all parties involved.

  • I consent to Community Housing verifying information needed to determine eligibility and administer the program.
